To me the worst thing about this statement is the word “dangle” because it implies that women are not just walking around through the world minding their business, but that we are constantly, consciously aware of and calculating our sexual effect on men around us and cynically using it to extract favors and benefits. Most women do not think this way. We do not perceive ourselves as sex objects. We are just going about our business. We are not “dangling meat” just by existing. But men like this will always see it this way. For them, if a woman is present and that woman is attractive to them, she is purposely creating an effect on him for nefarious purposes.
